This is the TSKe module by Tim Morton with one slight modification. I added a self-referencing hotlink for the verse that is selected in the Bible view, so that users can take advantage of Bible popups (for other translations).
This is especially cool in the more recent beta versions of TW, which allow multiple versions to be displayed in the Bible popup. Essentially it makes the Compare tab function availible as a popup.
In addition I included the text of the verse from the KJV, so that the words/phrases referenced in TSK can easily be referred to in the commentary window itself.
(Update: One thing I forgot to mention was that I changed the way the cross references display so that more can be seen on one page. The previous version of TSKe for TW had all the references for a particular phrase or word from a specific book on a new line. I did away with that, except for reciprocal references, where the orignal TSKe format is retained.)

About The Original Treasury of Scripture Knowledge
The Treasury of Scripture Knowledge is a tool for interpreting Scripture with Scripture. Each verse of the Bible is cross-referenced to several others to enable the reader to gain a true sense of each word and phrase as it is used in the Bible. There are over 500,000 (actually 382,000) cross-references, listing verses that illustrate how words and phrases are used elsewhere in the Bible. This valuable resource greatly aids the reader in interpreting Scripture with Scripture. It contains brief chapter summaries with dates and other notes. Originally printed in a 700+ page book, the entire reference is available within this module. With a single click next to any verse in the Bible, you have instant access to the most exhaustive cross-reference list available.
Going through the Scriptures with the aid of The Treasury will enable the reader, better than all the commentaries, to come to a true knowledge of God's meaning. - 1.1 Minor Change: Removed the blank line at the beginning of each commentary
- 1.2 Minor Fix: Fixed formatting problem in Jude commentary
- 1.75 Several substantial fixes, including:
- Fixing text formatting and line break issues
- Fixing incomplete or incorrect tooltips
- Fixing multi-chapter tooltip issues (usually made them "bookend" tooltips, to keep from having a riculously long popup)
- Made other minor cosmetic changes
- 1.80 Removed Underline for Tool tips and fixed a few format issues
- 1.85 Fixed a lot of broken or incomplete tool tip links, and reformatted the dates
